Mayor David Dinkins named Mark Green New York City's Consumer-Affairs Commissioner in 1990, where he won a national reputation protecting consumers against fraudulent businesses. He then won the 1993 and 1997 citywide elections for Public Advocate the office next in line to the Mayor a position that often put him at odds with Mayor Rudolph Giuliani.
