Under Secretary Shavers and Vice Minister Xu, who co-chaired the inaugural meeting of the U.S.-China CITI's Joint Coordinating Committee, issued a joint statement at the conclusion of their meetings. They agreed to explore proposals for collaborative projects in the areas of e-commerce, including standards research, small business development, and environmental, energy, and manufacturing technologies. Under Secretary Shavers and Vice Minister Xu discussed the importance of adequate protection and enforcement of intellectual property rights and agreed to use the Joint Coordinating Committee as a forum for discussing joint efforts to ensure IPR enforcement. They also agreed to foster exchange of information and best practices in fostering the development of venture capital. U.S. members of the Joint Coordinating Committee included representatives of the American business, academic, and research communities.
Dr. Cheryl Shaver's visit re-established a dialogue on science and technology cooperation with the Chinese government at a time when China is continuing its economic reform programs, continuing to build its market-based business infrastructure and moving forward on integrating itself into the global economy. The overarching theme of the Under Secretary's visit was to discuss the intersection of technology-driven economic growth with increasingly open and transparent 21st century business practices.
The initiative was created by the Protocol on Cooperation in Industrial Technology and Scientific Information, which was signed in 1997. Its purpose is to provide information to the US government, private sector and academia about China's technology capabilities and policies and to develop opportunities for beneficial joint commercial and research and development activities.
Dr. Shavers' itinerary also included meetings with officials from the Ministry of Information Industry, which is responsible for telecommunications, e-commerce and the electronics industry, and the China State Bureau of Quality and Technical Supervision, which oversees standards and measurements.
While in Beijing, Dr. Shavers also met with other U.S. business leaders to hear their views on a range of business and technology issues, and visited corporate R&D facilities. Addressing a conference at Tsinghua University, which was sponsored by the Technology Administration and the Ministry of Science and Technology, she spoke about the new global information economy and what companies must do to foster innovation and successfully attract and maintain partnerships. She also spoke about the rule of law and government's role in the market-based system.
Under Secretary Shavers continues her visit in Shanghai and Hong Kong, where she will hold meetings with government officials, members of the U.S. and Chinese private sector, university students and faculty, and visit a science park.
