Billy Parker began racing go-carts in 1990 and has gained his knowledge not only by racing cars, but by working under the hood as well. A self-taught mechanic, Parker served as his brother Hank Parker, Jr.'s crew chief in the NASCAR AutoZone Elite Division in 1996 and 1997 before focusing on his own driving career.
In 2000, Parker was a regular on the UARA tour and started three NASCAR Busch Series races, scoring a career best seventh-place at Memphis. In 2001, Parker drove his only ASA race at South Boston, where he qualified an in second and ran to an impressive seventh-place finish.
In 2003, Parker competed in the Dodge NASCAR Weekly Racing Series where he scored five wins and poles, respectively in only six starts at North Carolina's famed Hickory Motor Speedway. He led every lap to the checkered flag in four of his victories.
Parker is the son of legendary fisherman Hank Parker and his brother, Hank Jr., has become a Busch Series regular and has run some Nextel Cup races. In the family tradition, Billy Parker is an avid outdoorsman.
